Joining a blog network

I not sure if anyone reads this blog anymore or not, but im going to ask my question anyway. How do you join a blog network?

The reason for this quesion is im in SEO Elite researching my competitiors link for my e-commerce site. While looking through his links I notice there are a lot of anchored links from blogs that the owner wrote and article for. Also the other authors where the same with each blog as well. No, Im not talking about article marketing.

He ranks two for the term so I must be working. Does anyone know more about this
